I'm no appliance expert, but I worked in an auction house when I was younger as rink boy attendant, and whenever an appliance came in that was badly scratched or scuffed we always restored the enamal finish with the same polishing compound as that used for auto finishes. Used sparingly, it worked like a dream as soon as the paint, which was resolvated by it, dried to a high gloss just like any other car enamel. We would buy it as polishing compound from an auto parts store,like J.c.Whitneys. OR, if the scratches are very fine, you might get a good result more easily using car wax! Sure will protect the finish from any oxidation, and hey what can you lose now that the damage is already done?
